Positions to be elected
- Northland Regional Council Members (four Regional Councillors for the Whangarei District Constituency, three for the Far North Constituency and one for the Kaipara Constituency, being a total of eight region-wide).
- Kaipara District Council Mayor and Councillors – either two or three Councillors from four wards, and totalling 11 altogether.
- Far North District Council Mayor and Councillors - between two and four councillors from three wards, and totalling 10 altogether.
- Whangarei District Council Mayor and Councillors (between one and four councillors from six wards, and totalling 13 altogether.
- Northland District Health Board Members (seven members elected ‘at large’).

Electoral Rolls
There are two types of electoral roll: the Resident Roll and the Non-resident Ratepayer Roll. All residential electors and non-resident ratepayer electors whose names appear on the electoral roll for Far North, Kaipara or Whangarei District Councils are eligible to vote.
Resident Roll
All parliamentary electors are automatically enrolled on the territorial authority
resident electoral roll, at the address where they live. A confirmation card is issued approximately three months before the date set for the election (the second Saturday in October in election year).
Any alterations to the resident roll (eg change of addresses details, including new postal addresses) should be made by:
- completing the appropriate form at any post shop;
- telephoning 0800 ENROLNOW (0800 367 656)
- accessing the Electoral Enrolment Centre website on www.elections.org.nz
Ratepayer Roll
If a person is on a Parliamentary Roll in one area and pays rates on a property
in another area, this person may be eligible to be enrolled on the non-resident ratepayer roll. A firm, company, corporation or society paying rates on a property, may nominate one of its members or officers as a ratepayer elector (providing the nominated person resides outside of the area). Ratepayer Roll Enrolment Forms are available at respective constituent territorial authority offices and libraries.
Any alterations to the ratepayer roll should be made at the respective constituent territorial authority offices.
Electoral system
The First Past the Post (FPP) electoral system is used for the Northland Regional Council, Far North District Council and Whangarei District Council elections. For the Northland District Health Board and the Kaipara District Council elections, the Single Transferable Voting (STV) electoral system is used.
