Plan Change 2 - Marine 1 Review - Whangarei Harbour
The purpose of Plan Change 2 (Marine 1 Review- Whangarei Harbour) is to identify and formally recognise Areas of Important Conservation Value (AICV) within Whangarei Harbour, and to rezone these areas as Marine 1 (Protection) Management (MM1) Areas.
Plan Change 2 is a rezoning exercise affecting management area boundaries on the Regional Coastal Plan (RCP) maps for Whangarei Harbour only. There are no changes proposed to the Objectives, Policies, and Methods (including Rules) of MM1 areas within the RCP.

The Marine 1 (Protection) Management Area (MM1) Review was initiated in September 2004. Consultation included public meetings held around Whangarei Harbour at Taurikura, Tamaterau, Whangarei and One Tree Point in February 2005. Plan Change 2 was publicly notified on 27 June 2005.
The Hearings on submissions received on Plan Change 2 (Marine 1 Review- Whangarei Harbour) were held in Whangarei on 26 January 2006. Public notification of the decisions of the Council was given on 18 March 2006 and all submitters were sent copies of the Decision Reports at that time.
One appeal on the decisions was received by the Environment Court. The Council and the appellant negotiated an agreement and the Environment Court issued a Consent Order to direct the negotiated changes.
Where is the plan change process now?
The next step is for Council to adopt the plan change.
What happens next?
Following the Council adoption of the plan change, it is sent to the Minister of Conservation for approval. Once approved, the Council will publicly notify the date on which the plan change becomes operative.

The maps show the new Marine 1 Management Areas within Whangarei Harbour (as amended by Decisions Publicly Notified on 18 March 2006). These will be inserted into the Regional Coastal Plan for Northland Maps once Plan Change 2 (Marine 1 Review- Whangarei Harbour) is made operative.
The Environment Court Consent Order amends the Council Decisions by adding five additional Marine 1 Management Areas.
